Eduard Hurvits (Alternate spelling: Gurwits, Gurvits; Ukrainian: Едуард Йосипович Гурвіц, Russian: Эдуард Иосифович Гурвиц) was elected mayor of Odessa in July, 1994. Gurvits was widely popular. He made the tram system free, which was well received but almost bankrupted the public transportation system in Odessa. Gurwits ran a classic Ukrainian political machine, awarding cronies plush jobs and city construction contracts. The Odessa Oil terminal, a primary outlet for Siberian crude oil exports, led a local economic boom.
But the government in Kiev objected to all this independence. Much of the cash wasn't getting back to the central government. The regional chairman, Ruslan Bodelan, a Soviet-era Communist Party chairman for Odessa Region, with support from Kuchma, the current President, severely criticized Gurwits.
Leading up to the 1997 mayoral election one Gurwits official was shot and another disappeared. Bodelan's regional police force also raided the pro-Gurwits TV station ART.
But Gurvits critics were also silenced, the editor and publisher of Vechernyaya Odessa (Odessa's most widely read newspaper) was shot to death. The editor was a strong Gurwits critic. Another Vechernyaya Odessa reporter was beaten with a lead pipe.
In 1997 Mayor Gurvits was elected for another four years, beating rival Rouslan Bodelan in elections. Unwilling to accept the democratically elected mayor, the Odessa Region court and then the Ukrainian High Court voided Gurvit's election to a second four-year term as mayor. Two days before the election a Malinovsky District Court ruled that Gurwit's name should be struck from the ballot. The courts entire case was absurdly based on the fact that Gurwit's campaign material violated election regulations by failing to include, on each flyer and poster, the total number printed. The Odessa City Court had reversed the verdict in favor of Gurwits and voting had gone ahead as planned.
The Bodelan-Gurwits feud ended on May 28, 1997, when a platoon of black berets armed with automatic rifles and search warrants took over Odessa City Hall in a dawn raid. Armed law enforcers also took over the ART television station, a strong supporter of the Gurwits administration.
Despite promises that he would never leave Odessa, Hurvits, a Jew, fled to Israel later that year, trailed by corruption charges.
Later in 1997 Bodelan became Odessa's mayor with 34% of the vote. Bodelan appealed to the pensioners much the same way that Gurvits had, this time during the election campaign he promised a moratorium on all utility payments for pensioners for the next three months. Like the other candidates he offered the pensioners food staples like bread and flour as a pre-election gift.
Most Odessites dislike and mistrust Bodelan, calling him, in hushed tones, a member of the Mafia.
In 2002, Gurvits participated in new mayoral elections, but lost to Rouslan Borisovich Bodelan. In 2005, the Primorsky district court of Odessa declared the elections invalid and proclaimed Edward Yossyfovych Gurwits Mayor of Odessa. During the 2006 elections, Gurwits was formally elected Mayor of Odessa.

Народився 4 квітня 1942 р. у с. Березівка Балтського району Одеської області.
Освіта вища. У 1968 р. закінчив Петропавлівський педагогічний інститут, історичний факультет, у 1977 р. - Вищу партійну школу при ЦК КПРС м. Москви.
З 1959 р. – вчитель середньої школи (фізкультура).
З 1961 р. – працівник БМУ № 14 тресту «Одессільбуд» м. Балти.
З 1964 р. на комсомольській, партійній і радянській роботах. Пройшов шлях від секретаря комітету комсомолу до першого секретаря Одеського міському партії.
З 1965 р. – перший секретар Кілійського РК ЛКСМУ.
З 1970 р. – інструктор відділу комсомольських організацій ЦК ЛКСМУ.
З 1971 р. – секретар Одеського ЛКСМУ.
З 1973 р. – перший секретар Одеського ЛКСМУ.
З 1979 р. – перший секретар РК КПУ м. Одеси.
З 1987 р. – секретар ОК КПУ м. Одеси.
З 04.1990 р. – перший секретар ОК КПУ м. Одеси.
З 03.04.1990 р. – вибори до Верховної Ради УССР і в Одеську обласну Раду. Р. Б. Боделан балотувався відразу в обидві Ради. Р. Б. Боделан був обраний депутатом Одеської обласної Ради по Обжильському виборчому округу № 131.
З 04.1990 р. по 04.1998 р. очолює Одеську облраду.
З 01.1991 р. по 03.1992 р. – голова Одеського виконкому.
У 1992-1994 рр. обраний народним депутатом України 1-го скликання по Кілійському виборчому округу № 312, член Комісії з питань державного будівництва, діяльності рад і самоврядування. Член групи «Конституційний центр».
У 1994–1998 рр. – народний депутат України 13(2) скликання.
З липня 1995 р. по травень 1998 р. – голова Одеської облдержадміністрації.
На повторних виборах в серпні 1998 р. був обраний Одеським міським головою.
З 12.1995 р. по 05.1998 р. – член комісії з питань морської політики при Президентові України.
У 1996-1997 рр. – голова робочої Співдружності Дунайських країн.
З 28.08.1998 р. – Одеський міський голова.
У 1999 р. – номінант конкурсу «Чоловік року» (мер міста – 1999 р.).
Нагороджений орденом Трудового Червоного Прапора, «Знак Пошани», «За заслуги» III ст. (09.1997 р.), орденом Св. Володимира II ст.
